Provision for a new Scout Hall

A Landowner-Focused, Community-Led Approach

At Mac Mic listening to people is fundamental to how we work. At Kingston Bagpuize in the Vale of White Horse, Oxfordshire, early and meaningful engagement with the local community and council was key to unlocking the site’s development potential and maximising value for the landowners.

Identifying and Shaping the Opportunity

The project began with the identification of strategically located land off Witney Road with clear long-term potential. Through detailed analysis of the Local Plan and settlement boundaries, we identified where a sustainable extension of the village could be achieved through a future plan review.

Land Assembly and Collaboration

Early discussions with landowners highlighted the advantages of bringing neighbouring land forward as a single, coordinated site. Two landowning families agreed to work together, enabling a more comprehensive and deliverable scheme. Option agreements with both parties were secured in May 2014 following open-market testing.

Working with the Local Authority

Although the site was not initially allocated, Vale of White Horse District Council was facing a shortfall in residential land supply. By engaging proactively at the right time, we secured agreement to promote the site for much-needed new homes.

Community Engagement that Added Value

Initial local opposition was addressed through structured consultation and public engagement. By responding to community priorities, including provision for a new scout hall and support for the local cricket club, we reduced risk and strengthened the planning case.

Planning Consent and Sale

Planning permission was secured in June 2016 following submission in September 2015. The consented site was marketed and sold to Bloor Homes in 2018, delivering approximately 280 new homes and realising full value for the landowners.

Delivering Results

Now nearing completion, the development stands as a strong example of how strategic land promotion, collaborative land assembly and effective engagement can unlock value while delivering high-quality homes and lasting benefits for the local community.
